Kakamega Speaker Namatsi Acknowledges Senate Engagement on Budget Ceilings

Following a crucial consultative session with the Senate Finance and Budget Committee, Speaker James Namatsi commended Senator Esther Okenyuri for her leadership in facilitating open and productive dialogue with six County Assemblies—including Kakamega—on the issue of recurrent expenditure budget ceilings for FY 2025/26.
The Speaker noted that during the meeting, each assembly presented its concerns and outlined the budgetary pressures affecting effective service delivery. He appreciated the Senate’s willingness to listen, engage constructively, and consider practical realities faced by county governments.
He stated that Senator Okenyuri had reaffirmed the Senate’s role as a partner—not a barrier—in strengthening devolution and enabling counties to serve their people within fiscally responsible frameworks.
Speaker Namatsi further expressed optimism that the Committee would take into account the unique needs of Kakamega and other counties in shaping the final recommendations, ensuring fairness, sustainability, and support for growing service demands.
