Kakamega Governor Wycliffe Oparanya has directed departments to strengthen supervision units to ensure effective service delivery to citizens.
Oparanya said lack of close supervision by County officers has led to some of development programmes being implemented by his Government at the grassroot to either stall, done at a slow pace or give room to contractors to do a shoddy job.
“Our major challenge has been lack of supervision. We give contractors freedom to violate contract agreement. When you closely supervise construction of projects you can easily arrest a situation early and save the County money,” said Governor Oparanya.
Speaking while chairing the Projects Status Review meeting at Golf Hotel, Dr Oparanya said County officers should be in the field monitoring implementation of the projects to ensure that they are done properly and completed on time.
The Governor was responding to a report by the Service Delivery and Monitoring and Evaluation Units that indicated that contractors working on development projects in the rural areas were doing substandard work while other projects had stalled.
The reports indicated that some contractors had abandoned the site after being paid money by the County.
It was also revealed that staff in some County Government offices or health facilities were either not reporting on duty or came to work late.
The Governor said such issues can easily be dealt with if officers were strict with their supervision roles.
Dr Oparanya once again directed that contracts should not be given to contractors who did not have the capacity to do the work satisfactorily.
Deputy Governor H.E Prof Philip Kutima said much focus should be put on ensuring that projects in rural areas were completed for rural people to feel the fruits of devolution.
He commended County officers for their commitment and dedication in driving Governor Oparanya’s development agenda and asked them to up their efforts.
CECMs, County Public Service Board officers led by chairperson Madam Catherine Omueno, Chief Officers, County Attorney Madam Vivian Mmbaka and Directors were among senior officers present.
