Parliamentary Constituency Offices’ Staff Seek Enhanced Training in Kisumu and Siaya

Staff from constituency offices in Seme, Bondo, Ugenya, and Gem constituencies in Kisumu and Siaya counties have called on the Parliamentary Service Commission (PSC) to provide regular training and capacity-building opportunities. This request was made during a meeting with lawmakers from the National Assembly’s Members’ Services and Facilities Committee.

Led by their constituency managers, the staff expressed appreciation for the efforts made by the PSC to facilitate their work at the constituency level. They noted significant improvements, particularly the timely payment of their monthly salaries, which are now aligned with other parliamentary staff on permanent and pensionable terms.

“Hon. Members, we want to appreciate your visit in Gem and other constituencies you have visited today. We have witnessed great improvement in the disbursement of the monies used in running these offices. We however want to request that the Commission considers supporting our staff to advance their studies and enhance their capacity on Parliamentary matters,” said Mr. Teddy Odhiambo, Gem Constituency Manager.

Hon. Owen Baya (Kilifi North), who led the delegation, encouraged the constituency managers to collaborate with their respective National Government Constituency Development Fund (NG-CDF) Secretariats to secure support for training and capacity building. “It is good to be trained as a way of enhancing your skills. Find a way of getting this done through your NG-CDF. Indeed the Fund caters for such,” Hon. Baya noted.

Hon. Ruth Odinga (Kisumu) urged the constituency managers to empower women and people living with disabilities, highlighting the importance of inclusivity. The Committee also stressed the prudent use of resources provided by the PSC to efficiently run constituency offices.

Hon. Raso Dido (Saku) emphasized the need for quality office infrastructure and the importance of staff developing the capacity to understand and address constituency-level challenges.

In Gem Constituency, area MP Hon. Elisha Odhiambo, who is also a member of the Committee, led his team in presenting their challenges and achievements. The Committee members appreciated the establishment of ICT centers at the sub-county level, an initiative managed by the constituency manager, which incorporates both the youth and the elderly.

Tomorrow, the Committee is scheduled to visit the office of Kisumu County MP, Hon. Ruth Odinga, among other constituency offices in the region.
