Our investigations implicates Oliver Kiptoo and Moss Rubi Williams to be the mastermind of fraud activities in the city. Rubis Foundation is yet to confirm whether they are its associates or impersonators

We have also learnt that the two have been conning the business community in the country hence creating a toxic business environment.

For records, Moss Rubi Williams is facing another active case at the Milimani courts where she is charged with Sh9.7M fraud.

The case is before Chief Magistrate Lukas Onyina and she is out on bond.

According to the court papers in our possession, Moss Rubi Williams fraudulently obtained 5000 bales of flour valued at Sh9, 750,000 from Grainors limited, by falsely pretending that he was in a position pay.

She later failed to pay just the way she has done with her accomplices at the said Parklands Hotel.

The court heard that she committed the offence on diverse dates between December 21 and 23, 2022.

Further details indicates that she committed the offence at Industrial area in Nairobi with others not before court and by the time of the offence, she acted like the president, manager and founder of Rubi foundation.

Just on the same syndicate , a South African was arraigned in court to face the same fraud charges.
Groenewald Christoffel Petrus was arraigned before Senior Principal Magistrate Samson Temu when the matter came up for mention.

The prosecution confirmed that he was well supplied with the witness statements and documentary evidence that it will rely on during the entire trials.

It further told the court that the accused person had been using delaying tactics to derail the trials even after the accused person told the court through his lawyer that he was ready to settle the matter out of court by paying the said amount.

Petrus has been claiming that he was ready to pay the hotel its cash but fail to implement his promise.

The court papers shows that the accused person is a South African National.

The court heard that Petrus walked into the said hotel in Parklands, claimed that he was a long term investors, stayed their for months and accumulated a total bill of Sh759, 920 and failed to pay.

He is said to have committed the offence between December 2023 and 2024 alongside Oliver Kiptoo and Moss Rubi Williams.

Ironically Moss Rubi Williams committed committed the offence immediately after defrauding the Unga Company hence placing her as a notorious city Fraudster

So far Mr.Petrus has been taking the court for granted and has made many faje Promises to the complainant without fullfilling any.

FAKE CHEQUES AND ATTEMPTED FRAUD

The accused persons are said to have issued the hotel owner with some fake Cheques which they claimed to be true.

They had the intentions of linking the hotel owner to illegal activities as fact they knew was false (Check the fake cheques receipts)

They are jointly believed to be part of an organized syndicate of criminals that has been defrauding and terrorizing and defrauding the business community and using the Judiciary as a cover Up.

The Magistrate directed that the case proceed to full hearing on September 3 and the media will be providing Maximum coverage on this day.
