The Blue Economy, Water and Irrigation Committee, chaired by Hon. Kangogo Bowen (Marakwet East), has received legislative proposals from Hon. (Dr.) Daniel Manduku (Nyaribari Masaba) and Hon. Mary Maingi (Mwea).

Hon. Manduku’s Water (Amendment) Bill, 2024, proposes the removal of charges, levies, or fees for applications for permits to construct boreholes and wells, as well as for water abstracted or extracted from any water body. According to Hon. Manduku, this amendment will encourage the construction of more boreholes and wells, thereby increasing the water supply across the country.

Hon. Mary Maingi presented her legislative proposal on the Irrigation (Amendment) Bill, 2024. This bill seeks to make it mandatory for the Irrigation Authority to facilitate the formation and strengthening of Scheme Management Committees at the scheme level. These committees would manage the schemes in consultation with county governments and other stakeholders.
