Security Committee Engages Stakeholders on Rising Kidnappings and Abductions in the County

BUNGE TOWER, Nairobi – November 5, 2024 – The Departmental Committee on Administration and Internal Security met with key stakeholders to address escalating cases of kidnappings and abductions within the county. A recent report from the Independent Policing Oversight Authority (IPOA) revealed that six individuals remain missing, two have been found dead, and twenty others have been located alive. The report highlighted concerns over potential involvement by members of the National Police Service (NPS) in some cases.

IPOA CEO Mr. Elema Halake informed the Committee that officers are investigating two fatal cases and four injury cases suspected to involve NPS personnel. “We have observed a trend where NPS officers conduct operations using unmarked vehicles, altered license plates, and often conceal their identities,” Halake noted.

In addition, the Kenya National Commission on Human Rights (KNCHR) reported 60 fatalities linked to youth-led protests since June 18, 2024, with 59 male, one female, and three minors among the deceased. According to Prof. Marion Mutugi, KNCHR’s post-mortem analysis confirmed that many of the fatalities were due to gunshot wounds, while others resulted from blunt trauma. KNCHR also documented 1,376 arrests, including children, some of whom were detained in prisons, violating the Children’s Act.

The Committee, led by Vice Chairperson Hon. Dido Rasso, urged IPOA to deepen its investigations into abductions and encouraged all stakeholders to seek Parliament’s guidance on unresolved security issues.
