The directive from Controller of Budget (CoB) Margaret Nyakang’o on bursaries issued by county governments continues to attract critism from legislators and leaders across the country,the latest being Korogocho MCA Absolomon Onyango alias Matach.

The MCA,angered by the CoB circular prohibiting counties from disbursing bursaries,has threatened that the MCAs won’t rule out the idea of parading the needy students at the CoB offices so that they can be helped.

The MCA who spoke in Kariobangi called on Governor Sakaja to ignore the directive and issue out the bursaries.

” There is this woman called Margaret Nyakango,when she says that our children won’t get bursaries,we will take them to her,”Mca Matach said.

Matach said that Nairobi will be the most affected because of the big number of needy students whose parents stay in the informal settlements.

His sentiments were backed by majority leader Peter Imwatok,who spoke during the assembly’s special sitting on January 23rd,2025.He pointed out that the CoB has tto understand the fact that Kenya is yet to attain the universal education standards and that many families still depend on sponsorship.

At the same time,the county assembly defied the CoBs circular and instead approved the 2024-25 supplementary estimates that will among other things,allow the county to disburse bursaries worth Sh450 million.

The CoB has indicated that any requisition for withdrawal of funds to perform functions under the national government must be accompanied by intergovernmental agreement.

While insisting on the need to adhere to the law,she also recommended that for county governments to offer educational support towards national government functions, there is need to transfer the function.
