KEWOPA Pushes for Two-Thirds Gender Rule in Parliament

The Kenya Women Parliamentary Association (KEWOPA) has reaffirmed its commitment to achieving gender parity in Parliament by advocating for the adoption of the County Assembly model in implementing the two-thirds gender rule.
During a retreat in Naivasha, female MPs identified the lack of an implementation framework as the biggest obstacle to gender balance in Parliament. The meeting focused on advancing the Constitution Amendment Bill, 2025, which seeks to establish a structured approach to the rule.
KEWOPA Chairperson Hon. Leah Sankaire (MP, Kajiado) urged Parliament to adopt the County Assembly model, which has successfully ensured gender representation.
“We need to borrow from the County Assembly model—it’s simple, straightforward, and constitutionally sound,” she stated.
The lawmakers also backed a Multi-Sectoral Working Group proposal to amend Articles 97 and 98 of the Constitution, applying the same gender principle as Article 177(1)(b).
KEWOPA further criticized the recent Parliamentary Committee realignment, citing the Transport Committee, which now has only one female legislator.
To drive implementation, KEWOPA committed to engaging key stakeholders, including the President, Parliamentary leadership, media, and advocacy groups.
