Ombudsman Demands Urgent Reforms in Land Administration

The Commission on Administrative Justice (Office of the Ombudsman) has called on the State Department for Lands and Physical Planning to implement urgent reforms aimed at streamlining land processing procedures, enforcing accountability, and enhancing transparency in its operations.
Key recommendations include:
✅ Adoption of digital platforms to track complaints and improve efficiency.
✅ Training of officials in customer service and ethical conduct.
✅ Reducing service delays to ensure timely issuance of title deeds and land transfers.
According to the Status of Administrative Justice and Access to Information Report released on May 22, 2024, the Ministry of Lands recorded the second-highest number of complaints, accounting for 6.88% of all cases received.
Chairman Charles Dulo highlighted that:
🔹 38% of complaints were due to delayed services, with citizens facing long wait times for title deeds and land transfers.
🔹 21% of complaints cited unresponsive officials, leaving applicants stranded due to lack of communication.
The Ombudsman insists that these reforms will foster a more responsive and transparent institution while helping to resolve Kenya’s broader land-related challenges.
