CS Mugaa Presents FY 2025/2026 Budget Estimates to Blue Economy, Water and Irrigation Committee

The Cabinet Secretary for Water, Sanitation and Irrigation, Eng. Zachariah Mugaa, today presented the FY 2025/2026 Annual Estimates of Revenue and Expenditure to the Departmental Committee on Blue Economy, Water and Irrigation in accordance with the constitutional budget review process.
The session, chaired by Hon. David Kangogo Bowen (Marakwet East), is part of Parliament’s oversight function to ensure that the budget reflects national priorities and community needs. The Vice Chair, Hon. Maisori Kitayama, joined fellow committee members Hon. George Gachagua, Hon. Mohamed Abdikadir Hussein, Hon. Dorothy Muthoni Ikiara, Hon. Kassim Tandaza Sawa, Hon. Charity Chepkwony Kathambi, Hon. Bernard Muriuki Nebert, Hon. Eng. Paul Musyimi Nzengu, and Hon. Rozaah Buyu in reviewing the ministry’s proposals.
CS Mugaa, accompanied by Principal Secretary Mr. Julius Korir (CBS), Water Secretary Eng. SAO Alima, Secretary Administration Mr. Stephen Kihara, and heads of the nine Water Works Development Agencies and 15 state institutions, outlined the Ministry’s financial requirements to advance the Bottom-Up Economic Transformation Agenda (BETA).
The presentation included detailed breakdowns of ongoing and planned projects, including start dates, funding sources, completion timelines, and geographical coverage. It also addressed pending bills, mitigation strategies, and key challenges affecting performance targets.
The Committee scrutinized the budget’s alignment with development goals and called for improvements to ensure fiscal efficiency, better accountability, and delivery of results on the ground. Members provided feedback to enhance budget quality and flagged critical areas needing urgent intervention.
In a solemn moment, Chair Hon. Bowen led members and ministry officials in observing a minute of silence in memory of Hon. Charles Ong’ondo, the late MP for Kasipul and a dedicated member of the committee.
The engagement marked a significant step in ensuring transparent and inclusive budgeting within the Water and Sanitation sector, reaffirming Parliament’s central role in shaping development priorities.
