PS Susan Mang’eni Defends Hustler Fund’s Impact and Accountability, Highlights Ksh. 71B Disbursed

Nairobi, June 17, 2025 — Principal Secretary Susan Mang’eni has reaffirmed the government’s commitment to the Hustler Fund, hailing it as a game-changer in advancing financial inclusion and economic empowerment for millions of Kenyans.

Speaking amid recent scrutiny, PS Mang’eni revealed that the Fund has disbursed over Ksh. 71 billion to more than 26 million beneficiaries, with Kenyans saving Ksh. 4.8 billion through mandatory and voluntary contributions.

“This is more than credit—it’s about building financial resilience and unlocking opportunity,” she said.

Mang’eni championed the Fund’s behavioural credit scoring system, which ranks borrowers from A1 to C3. Over 4.5 million repeat borrowers now fall in the top performance brackets, creating a clear path to larger credit access and formal banking.

She also highlighted the bridge loan product introduced during the Fund’s second year, designed to reward disciplined borrowers with longer terms and higher limits.

On concerns raised by the Auditor General, Mang’eni clarified that the Ksh. 8 billion in counterpart savings was not released prematurely, as the savings product had not been finalized by the June 2023 audit deadline. The funds were matched later, during the Fund’s anniversary in November 2023.

She assured full cooperation with Parliament and stressed the Ministry’s ongoing transparency and accountability.

With PS Mang’eni at the helm, the Hustler Fund is positioning itself as a cornerstone of Kenya’s Universal Financial Access agenda, empowering citizens at the base of the economy with credit, savings, and financial dignity.
