Lobby group to petition Public Service Commission over KURA boss tenure

The Commission for Human Rights and Justice( CHRJ) is set to petition the Public Service Commission(PSC) to initiate investigations on circumstances under which Kenya Urban Roads Authority (KURA) Director-General, Eng. Silas Kinoti.

The petitioner Julius Ogogoh who is the Chief Executive Officer for CHRJ claims that Kinoti’s tenure was illegally extended without following due process.

He wants the Public Service Commission to fast track the investigations into the circumstances under which his tenure was extended in June 2025 without following due process.

Kinoti’s tenure was secretly renewed by the board to hand him an extended five year deal, raising a lot of questions which the commission wants answered.

This comes at a time when there is a push to have road agency directors serve shorter terms in a new Bill before Parliament.

The Kenya Roads (Amendment) Bill, 2025, recommends reducing the term of directors general at the Kenya National Highways Authority (Kenha), Kenya Rural Roads Authority (Kerra), and Kenya Urban Roads Authority (Kura) from five years to three

Kura has for the past few days been in the limelight over Kinoti’s tenure with some reports indicating that he was set to proceed on terminal leave.

The agency refuted claims clarifying that the allegations are false and without basis.

“We wish to inform the public that the information circulating on social media alleging that Eng Silas Kinoti, Director General of Kenya Urban Roads Authority, is set to proceed on terminal leave is false,” the authority stated.

However,a parliamentary oversight committee has also picked up the matter next week.
