MP Vincent Kawaya Pushes Bold Green Laws in Parliament Shake-Up

By John Kariuki
Nairobi, Kenya — Mwala MP Vincent Kawaya is making waves in Parliament with a bold legislative push that could transform Kenya’s environmental and climate governance.
As Chair of the National Assembly’s Departmental Committee on Environment, Forestry and Mining, Kawaya is leading the charge on two landmark Bills: the Environmental Professionals Institute of Kenya Bill, 2024 and the Meteorology Bill, 2023.
In a high-stakes session at Parliament Buildings, Kawaya’s committee unanimously adopted both Bills, setting the stage for full House debate in the coming week.
The Environmental Professionals Institute Bill, sponsored by Hon. George Gachagua (Ndaragwa), seeks to register and regulate environmental practitioners, ushering in accountability and professionalism in a field often plagued by weak oversight. Kawaya’s team introduced strategic amendments to align the proposed body with international standards — a move expected to elevate Kenya’s environmental governance on the global stage.
Meanwhile, the Meteorology Bill, sponsored by Senate Majority Leader Hon. Aron Cheruiyot, would establish the Kenya Meteorological Service Authority. The goal: modernize and streamline the country’s weather and climate services to better tackle disasters, plan agriculture, and support key sectors.
“We need strong, responsive institutions to face the climate crisis head-on,” said Kawaya, emphasizing the urgency of the reforms.
The MP’s leadership has been widely praised for ensuring robust public participation, legal refinement, and bipartisan committee support.
With these two Bills now headed to the floor of the House, Vincent Kawaya is not just chairing a committee — he’s charting a new path for environmental resilience and sustainable development in Kenya.
