Public Participation Ignored in Counties-CSRG Report Reveals

The Civil Society Reference Group Kenya today released a Report, “CADP Analysis Report for Financial Year 2025/26 From 10 Counties” in Homa Bay on the sidelines of Devolution Conference 2025 with public participation identified as one of the principle ignored largely by the County Governments.
While addressing the media in Homa Bay, the CSRG Presiding Convener Cidi Otieno noted that the report was tabled before the Senate on 30 September 2024 but so far the Senate has not responded neither have they invited CSRG to present the findings.
Cidi Otieno also added that CSRG had established a Budget Observatory and is well prepared to monitor the public participation process in the preparation of the 2026/27 Budget and will target 21 Counties.
The report revealed that Migori, Nairobi, Vihiga, Taita Taveta, Trans Nzoia, Kakamega and Mandera Counties violated Section 48(1) of the County Government Act by failing to hold public participation forums on CADP 2025/26 at Village Level.
While Machakos, Mandera, Kisumu Counties violated Section 87 of the County Government Act by failing to upload copies of CADP 2025/26 on their County Websites on time.
The report that targeted Taita Taveta, Machakos, Mandera, Nairobi, Kiambu, Trans Nzoia, Bungoma, Kakamega, Vihiga, Kisumu and Migori Counties revealed massive irregularities during the Public Participation on CADP 2025/26.
The report further revealed that Trans Nzoia violated article 220(1) of the Constitution by failing to provide information on Own Source Revenue while Nairobi, Kiambu and Kakamega Counties violated Section 126(1) of the Public Finance Management Act by failing to provide information on why they failed to meet their own source revenue targets and recommendations to address the challenges.
