Nairobi MCAs Defend Finance Chief Officer Asha Abdi Amid Calls for Reshuffle

A section of Nairobi Members of the County Assembly have come to the defence of Chief Officer for Finance Asha Abdi after reports listed her among people likely to be shaffled.

The MCAs who talked to journalists on Friday Afternoon said the mess at City Hall is beyond Asha Abdi’s portfolio.

They are instead rooting for a cabinet reshuffle to weed out what they term as incompetent and unqualified County Executive Committee Members and Chief officers.

The entire assembly had on Wednesday during a meeting with President Ruto demanded the ouster of Chief of Staff David Njoroge, Housing Chief Officer Lydia Mathia, political adviser Osman Khalif together with Asha.

However, some of their colleagues now feel that there is no genuine reason to call for the removal of Asha Abdi even as the Governor prepares to do a reshuffle of his Chief Officers.

“ Asha has been responsive and always willing to listen and if there is any problem in her department we can only leave that to investigative authorities,” an MCA who does not want to be victimised by her colleagues said,”

The said Asha played a critical role in the development of the Nairobi City County Finance Act 2023, the first comprehensive amendment to the charges and levies in Nairobi City County, paving the way for enhanced service delivery, openness, accountability, and equity in taxation, and increased revenue collection to finance key priority projects.

The Finance Act, which was subject to extensive public participation process involving over 17 consultations in every sub-County, garnered resounding support from the city’s residents.

The valuable input received during public participation influenced amendments to the proposed Act and adjusted certain charges and levies in the county. Several charges were also reduced after public participation, while a few others were maintained.

The bill introduced openness, accountability, and equity in taxation while expanding revenue sources, addressing environmental issues, and enhancing service delivery.

“Through her efforts, Asha Abdi has not only strengthened budgeting and resource allocation but has also improved accountability and planning. Her innovative strategies have enhanced the county’s ability to manage its resources effectively, ensuring better service delivery to residents,” another MCA added

Prior to her nomination, Asha served as Chief Executive Committee member (CEC) Finance in Isiolo county (2013-17) and also held the Health docket in an acting capacity.

In Mombasa, she served as CEC (2017 -22) and also as the CEC for Tourism in an acting position.
