Public Participation Is Not Optional, CSRG Tells Governors

The Civil Society Reference Group (CSRG) has called on county governments to ensure that members of the public are adequately informed and genuinely involved in budget-making processes, as well as the implementation of public projects.

Speaking at a press briefing, CSRG President David Otieno singled out counties such as Homa Bay and Trans Nzoia for failing to conduct effective public participation.

He criticized the flawed processes in these counties, stating that they hinder citizens’ access to essential information.

“We want county governments to fully embrace Article 10 of the Constitution of Kenya, which promotes good governance — with public participation being one of its fundamental pillars,” Otieno stated.

“It is shameful and archaic that some county governments, including Trans Nzoia and Homa Bay, have chosen to mislead members of the public through inaccurate information on their official websites. We will not allow this to continue. Public participation is not our invention — it is a constitutional requirement.” Otieno added.

The CSRG reiterated its commitment to remain vigilant and ensure that the rule of law is upheld in all counties across the country.
