Ms. Angela Silima Muchai, the nominee for County Executive Committee Member (CECM) for Lands, Housing, Urban Areas, and Physical Planning, has expressed confidence in her ability to deliver on her mandate, citing her deep understanding of devolution.

Appearing before the County Assembly Appointments Committee on Friday, Ms. Muchai, who hails from Lugari Sub-County, highlighted her experience with the defunct Transition Authority, which oversaw the transfer of functions from the national to county governments following the enactment of the 2010 Constitution.

“I understand devolution, having worked at the Transition Authority, which played a crucial role in implementing and coordinating the transfer of powers and functions from the national to county governments,” she stated.

She further elaborated on the interrelation between land, housing, and urban development, emphasizing the need for strategic planning and resource allocation to achieve Sustainable Development Goals (SDGs) and align with Governor Fernandes Barasa’s Six-Point Agenda.

Suitability for the Role

Ms. Muchai outlined key programs under the Ministry, demonstrating her readiness to lead. She emphasized that her primary responsibilities would include:

  • Policy direction and strategic planning,

  • Resource management and administration, and

  • Collaborating with technical staff from chief officers to ward administrators and residents.

With a Master of Arts in Communication Studies from the University of Nairobi and a Bachelor of Education (English & Literature) from Moi University, Ms. Muchai has built an extensive career as a communications expert. She currently serves as the Deputy Director of Communications at UNESCO, Nairobi.

Other Nominees Under Vetting

Ms. Muchai is among six nominees submitted by Governor FCPA Fernandes Barasa for vetting as County Ministers (CECMs). The nominees include:

  • Mr. Benjamin Ogunyo Andama – Finance, Economic Planning, ICT, e-Government & Communication

  • Dr. Bernard Lumosi Amwayi, PhD – Education, Science & Technology

  • CPA Livingstone Luvatse Imbayi – Health Services

  • Ms. Jackline Masicha Kakayi – Social Services, Youth, Sports, Culture & Library Services

The Appointments Committee, chaired by Speaker  James Namatsi, will retreat to compile a report before presenting it to the County Assembly for deliberation and approval or rejection.
