Parliament Probes Delay in Renewal of Kenya Fisheries Service Director-General’s Contract

Nairobi, June 26, 2025 — The Blue Economy, Water and Irrigation Committee of Parliament is probing delays in the renewal of Kenya Fisheries Service (KeFS) Director-General Daniel Mungai’s contract, despite his strong performance and a unanimous board recommendation for reappointment.

Chaired by Hon. Kangogo Bowen (Marakwet East), the Committee held a session following a statement by Hon. Charles Nguna (Mwingi West) seeking clarification on the stalled process.

Appearing before the Committee, KeFS Board Chairman Col. (Rtd) Noor Musa confirmed that an Ad Hoc Committee had evaluated Mr. Mungai’s track record. “His performance ratings consistently exceeded 88% over the past three years—well above the 70% threshold for contract renewal,” Musa said. He also confirmed that Mr. Mungai had no disciplinary issues and had made “notable achievements.”

The board recommended his reappointment for a second four-year term, submitting the decision to the parent Ministry and the Office of the Head of Public Service for action.

The Committee had earlier met with Cabinet Secretary for Mining, Blue Economy and Maritime Affairs Hon. Hassan Joho, who reaffirmed the Ministry’s role in overseeing KeFS and emphasized that final appointments rest with the government.

The Committee will next engage the Office of the Attorney General and the Prime Cabinet Secretary to resolve the delay and clarify the legal path forward.

The case highlights growing scrutiny over delays in public service appointments—even when performance metrics are met.
