CS Kabogo Unveils Bold Digital Transformation Plan to Spur Growth

The Ministry of Information, Communications and the Digital Economy (MICDE) has unveiled sweeping strategies to accelerate Kenya’s digital transformation and consolidate gains in the sector under the Bottom-Up Economic Transformation Agenda (BETA).

Cabinet Secretary William Kabogo Gitau, in a report presented on his behalf by PS ICT and Digital Economy Eng. John Tanui to the Departmental Committee on Communication, Information and Innovation, outlined key policy and legislative priorities aimed at positioning Kenya as a continental leader in the digital revolution.

Top among the initiatives is the commercialization of the National Optic Fibre Backbone Infrastructure (NOFBI), enhanced marketing of Konza Technopolis’ data and cloud services, and deeper collaboration with counties to strengthen compliance with the Data Protection Act, 2019.

The Ministry has also lined up critical legislations, including the National Digital Transformation Policy, National Artificial Intelligence Policy, National Cyber Space Policy, and the ICT Authority Bill, 2025. Other policies under review include the Data Protection Act, National BPO Policy, and the Media Council Bill.

Achievements in the last financial year include connecting 455 public institutions to internet, establishing 35 Constituency Innovation Hubs, creating 40,288 BPO jobs, training nearly 790,000 citizens in basic ICT skills, and accrediting over 9,000 journalists.

Kabogo, however, warned that budget shortfalls and delayed exchequer releases are slowing rollouts. The Ministry is exploring strategic partnerships and commercialization of KBC assets to unlock additional resources.

The committee session was chaired by Dagoretti South MP John Kiarie.
