Mandera South MP Abdul Haro Kore Presses Education PS on Transparency in School Funding

Mandera South MP Hon. Abdul Haro Kore has challenged the Ministry of Education to demonstrate greater transparency and accountability in school funding and infrastructure allocations.

In a meeting with Basic Education PS Amb. (Prof.) Julius K. Bitok, CBS, and the Education and Research Committee, Hon. Kore pressed for clarity on how schools are selected for infrastructure funding under block allocations in the national budget. He demanded disclosure of the criteria used and whether a formal policy exists to guide equitable distribution across counties.

The MP also questioned the KES 15,000 capitation per junior school student, citing inconsistencies such as students previously receiving free lunch in Grade 6 now being required to pay at junior school level despite the allocation.

To strengthen oversight, Hon. Kore directed the Ministry to furnish within two days a full list of all schools funded under infrastructure programs and a breakdown of capitation allocations for primary, junior, and senior schools. Additionally, the PS was given 14 days to submit the list of schools set to benefit from the World Bank-funded Schools Laboratory Project.

Hon. Kore said the measures are vital to ensure education funds reach intended beneficiaries and improve learning outcomes. The Committee emphasized that every allocation must translate into tangible benefits for schools and learners nationwide.
