Ruto’s call for counties to cultivate self-sufficiency in revenue generation

President William Ruto has emphasized the need for counties to shift their focus from relying solely on National Government revenue allocations.

Speaking during the official launch of the 8th Devolution Conference in Eldoret, he urged devolved units to explore innovative and sustainable resources to drive their development aspirations.

President Ruto noted that excessive dependence on allocations could hinder counties’ growth plans. He stated, “Over-reliance is stifling the potential for productive endeavors and limiting their transformative prospects.”

Highlighting counties’ pivotal role as sustainable catalysts for prosperity and the Bottom-Up Economic Transformation,

Ruto stressed the importance of supporting grassroots-level change. He reiterated the National Government’s commitment to enhancing the efficiency and timeliness of fund disbursal to counties.

“Delayed allocations have adverse effects on counties. We must hold ourselves accountable to improve this situation,” the President asserted.

Under the Kenya Kwanza administrationRuto shared that the inaugural disbursement of equitable allocation to counties was successfully executed on time for the first time since devolution’s inception.

He emphasized the government’s dedication to strengthening devolution and listed interventions, including the transfer of constitutionally mandated functions to counties.

Further strategies encompass assisting counties in boosting their capacity for internal revenue generation and facilitating the seamless and punctual transfer of shareable revenue.

He affirmed, “Collaboration with counties holds the key to empowering citizens and instigating meaningful grassroots change.”
