Earlier today, the National Assembly’s Departmental Committee on Administration and Internal Security engaged with Kuria East MP, Hon. Marwa Kitayama, regarding his proposed legislation.
Hon. Marwa’s County Government (Amendment) Bill, 2024, seeks to amend the County Government Act, Cap. 265, to ensure equal representation of officers from both the National Government and the County Governments at the sub-county and ward levels. The goal is to enhance coordination in service delivery to the public.
In his presentation, Hon. Marwa emphasized that the Bill, if enacted, would establish an office of the sub-county administrator in each sub-county.
“The establishment of sub-county administrators will facilitate the availability and smooth delivery of services to the public,” stated Hon. Marwa.
He further proposed the creation of the office of Ward Administrator and the office of Village Administrator. These offices would play a crucial role in coordinating citizen participation in policy development, planning, and service delivery.
The Committee, however, advised Hon. Marwa to ensure the Bill aligns with Article 17(6) of the Constitution of Kenya.
