Impunity: Nairobi Housing Chief Officer Bribed with Ksh. 20M  to Award a Company a Multi-Million World Bank Tender

State of anarchy is brewing in County Government of Nairobi following a vicious war that has erupted in Mobility and Housing  department over  a multi-million tender corruption scandal.

The multi-million project is funded by World Bank and is geared in construction of roads, storm water drainage system, public street lighting and sewer infrastructure in selected informal settlement in Mathare and other slums.

At the center of the war is Chief Officer Housing Lydia Mathia who is fronting Waaso Construction Company ltd  which is the highest bidder according tender documents in our possession.

Waaso Construction Company ltd  and Budget Construction Consultant and Energy ltd have bribed Maithia and Evaluation team a whooping 20 million Kenya shillings to bag the contract.

The money has been shared among tender evaluation committee members with Mathia pocketing 7 million shillings.

Mathia has also sourced different officers from other departments to co-ordinate tender evaluation sidelining department officers and sector architect.

“Maithia has become rogue and I can tell you she is ready to kill to ensure Waaso Construction Company ltd gets this multi-million tender. She has a huge support from Chief Officer Finance Madam Asha who is also a wheel dealer behind the scenes.” A source told the media.

Abduction of Sector Architect

Meanwhile family of one of the architect in the mobility department reported under OB No. 12/5/24 Central Police station Nairobi that the officer was abducted and later dumped by Lydia’s hit-men.

The officer was to steer the evaluation process but was later bungled out after telling off Mathia over irregularities.

“She has gone to the extent of abducting officers because of her selfishness. Should things go the way they are we shall report the matter to World Bank and EACC.” The officer stated.

Meanwhile the officers are collecting necessary evidential documents with an aim of lodging a complaint with DCI and EACC.

World Bank Provisions and Warning

In the guidelines the World Bank has warned bidders not to be in any link with the beneficiary [Nairobi City County Government].

 ‘‘Bidders that are state-owned enterprises or institutions in the Employer’s Country may be eligible to compete and be awarded a Contract(s) only if they can establish, in a manner acceptable to the Bank, that they; are legally and financially autonomous, operate under commercial law, and are not under supervision of the Employee.’’ World Bank guidelines reads in part.
