Elijah Mwangi, Principal Secretary for Mining, joined Attorney General Hon. Justin B. Muturi and Kirinyaga Deputy Governor David Githanda at Kirinyaga University for the public dissemination of the Fourth Medium-Term Plan (MTP IV) 2023-2027.
The landmark gathering drew senior officials from various ministries and departments, community groups, faith-based organizations, and members of the general public, all eager to engage in the national development discourse. The event was held under the theme ‘Bottom-Up Economic Transformation Agenda for Inclusive Growth’, a vision aimed at ensuring all Kenyans are actively involved in the country’s economic progress and holistic development.
MTP IV is a pivotal five-year government development plan extending from 2023 to 2027. It is the latest installment in the series of plans derived from Vision 2030, Kenya’s overarching development blueprint that operates through successive five-year cycles known as Medium-Term Plans. The Fourth Medium-Term Plan follows the Third Medium-Term Plan (MTP III), which concluded on June 30, 2023.
Speaking at the event, officials highlighted the key objectives of MTP IV, which include triggering economic growth, addressing unemployment, bolstering agricultural production, promoting industrial growth, tackling the national debt crisis, empowering vulnerable populations, mitigating the high cost of living, and cushioning the economy from external shocks. These goals reflect the government’s comprehensive approach to fostering sustainable development and economic resilience.
The implementation of MTP IV is structured around five critical sectors: finance and production; infrastructure; social development; environment and natural resources; and governance and public administration. Each sector will employ specific value chain approaches to maximize impact and efficiency.
“This dissemination marks a monumental leap towards achieving our goal of inclusive economic progress,” said Attorney General Muturi. “It is a call to all Kenyans to engage in the critical discourse that will shape our country’s future.”
PS Elijah Mwangi emphasized the importance of community involvement in the plan’s success, stating, “For MTP IV to succeed, we need active participation from every sector of society. This plan is about bringing everyone to the table and ensuring no one is left behind in our journey towards economic transformation.”
Deputy Governor Githanda expressed optimism about the plan’s impact on Kirinyaga County, noting, “MTP IV provides a clear roadmap for addressing our local challenges and leveraging our strengths. It is a collaborative effort that promises substantial benefits for our community.”
