Health Committee Criticizes Ministry Over Poor Public Awareness of Health Funds

The National Assembly Departmental Committee on Health has faulted the Ministry of Health and the Social Health Authority (SHA) for failing to allocate resources for public education on the Primary Health Care Fund (PHC), Social Health Insurance Fund (SHIF), and Emergency, Chronic, and Critical Illness Fund (ECCIF).

During a session reviewing the 2024/2025 Supplementary Estimates No. II, committee members expressed concern over rampant misinformation about the health funds, despite their crucial role in universal health coverage (UHC).

Committee Chair Dr. Robert Pukose (Endebess MP) criticized the ministry for not budgeting for public awareness, warning that confusion about SHIF and other health funds could hinder their implementation.

“I’ve not seen any budget for public communication, yet misinformation is widespread. The government must ensure Kenyans understand these funds and their benefits,” said Dr. Pukose.

Chuka/Igambang’ombe MP Patrick Munene echoed these concerns, noting that even some MPs misunderstand SHIF and PHC, further complicating public awareness.

“If lawmakers are confused, how do we expect the general public to understand?” Munene questioned.

The committee urged the Ministry of Health to prioritize public education on the new health financing model, ensuring Kenyans receive accurate and accessible information about their healthcare entitlements.
