In a bold step toward criminal justice reform, the State Department for Correctional Services, under the leadership of Principal Secretary Dr. Salome Beacco, is set to launch certified vocational training programs for inmates. The initiative aims to equip offenders with formal qualifications that can ease their reintegration into society and reduce repeat offenses.

Dr. Beacco noted that many inmates are hesitant to pursue training due to the absence of recognized certification for the skills they acquire while incarcerated. “This lack of formal recognition makes it harder for them to prove their capabilities after release,” she said.

The upcoming program will offer both vocational and professional certifications aligned with industry standards. These credentials will serve as proof of competency and boost employability for former inmates.

To ensure successful rollout, the department is developing standardized intervention guidelines and engaging partners for support. Among the collaborators is the United States International University-Africa (USIU-Africa), which has pledged technical expertise and resources to help drive the reform.

USIU-Africa Vice Chancellor Prof. Mwenda Ntarangwi praised the initiative, saying it reflects a shift toward a more rehabilitative correctional system focused on empowering offenders.

Dr. Beacco emphasized that the project is part of broader reforms to modernize correctional facilities and promote humane, effective rehabilitation.

With strong partnerships and leadership, the certification program is expected to transform lives, reduce stigma, and provide former inmates with real opportunities to contribute meaningfully to society.
