Senator Okenyuri Leads Talks with Counties Over Budget Ceilings

Nairobi, June 17, 2025 — Senator Esther Okenyuri is spearheading crucial talks with six county assemblies over proposed recurrent expenditure caps for the 2025/2026 financial year.
Representatives from Bungoma, Kakamega, Uasin Gishu, Garissa, Tana River, and Mombasa met with the Senate Finance and Budget Committee—where Okenyuri plays a key role—to defend their push for higher spending ceilings amid mounting service delivery demands.
“It’s about balancing fiscal discipline with the realities counties face,” Okenyuri said. “The Senate is here to empower—not frustrate—devolved units.”
Counties cited inflation, rising populations, and expanded responsibilities as key reasons for seeking budget adjustments. The session allowed assemblies to present evidence-backed appeals directly to the committee.
Okenyuri assured the leaders that their submissions would factor into the Senate’s final position, emphasizing continued collaboration with the Commission on Revenue Allocation and county leaders to ensure fair, accountable financing.
Her leadership marks a proactive push to fine-tune fiscal policy in support of stronger devolution and better service delivery at the grassroots.
