The Budget and Appropriations Committee has today hosted a delegation from the Nigerian Fiscal Responsibility Commission, which is on a study visit at Parliament of Kenya.
Led by the Vice-Chairperson Hon. Mary Emaase (Teso South), the delegation was taken through the Committee’s mandate.
“The Budget and Appropriations Committee undertakes three broad functions of taking the lead on the Expenditure side of the budget, consideration of money bills and oversight over the Parliamentary Service Commission and Office of the Auditor General.” Said Hon. Emaase.
The Nigerian team took interest on the Committee’s procedures on processing Money Bills, something that their Appropriations Committees are currently not undertaking, with Hon. (Dr) Makali Mulu (Kitui Central), taking them through some factors to consider to ensure a smooth process.
“As a Committee, we sometimes face challenges when processing Money Bills, when we reject Bills that we feel are not practical based on our fiscal framework, hence creating conflict as Members sponsoring the Bills also need to carry out their Legislative role.” Said Hon. Makali.
The Vice-chair also emphasized on the critical role of public participation when processing Bills. She also added that when the Committee is traversing different parts of the Country, they ensure they pick up one project in every County, allocate funds to that project and oversee it to completion.
