Kakamega County Assembly Partners with GIZ for Capacity Building to Boost Devolution

Kakamega County Assembly is set to benefit from a new capacity building initiative following a strategic partnership with the Germany International Cooperation (GIZ) agency. The collaboration aims to strengthen devolution through targeted training and support for both Members of County Assembly (MCAs) and staff.
The partnership was unveiled on Wednesday when a GIZ delegation, led by Good Governance Program Unit Head Ms. Judy Oduma, paid a courtesy call to Speaker Rt. Hon. James Namatsi. The team later held a roundtable engagement with Assembly senior managers, led by Clerk Dr. Donald K. Manyala.
Key areas of cooperation include good governance, performance management, public finance and audit, transparency, and anti-corruption initiatives. Ms. Oduma noted the three-year program also targets other county assemblies across Kenya.
Speaker Namatsi welcomed the initiative, emphasizing that capacity building is essential for effective legislation, oversight, and public engagement. “As the second-largest County Assembly in Kenya, this support will help us serve the public more efficiently,” he said.
Namatsi also highlighted the upcoming Bunge Mashinani initiative, scheduled for June, which will see plenary sessions conducted in various wards to enhance public access and transparency.
Dr. Manyala echoed the importance of building technical skills among staff to improve committee work and plenary efficiency.
Ms. Teresa Catalano, Head of GIZ’s Performance Unit, reaffirmed the agency’s commitment to supporting devolution through technical and governance support.
Present during the visit were Majority Leader Hon. Philip Maina, Deputy Clerk CPA Nelphat Mbati, and directors from key departments.
