Rose Museo Hails Signing of Disability Bill as a Victory for Dignity and Inclusion

Makueni Woman Representative Hon. Rose Museo has welcomed the signing into law of the Persons with Disabilities Bill by President William Ruto, calling it a historic moment in the pursuit of equality and justice for all Kenyans.

“This is a proud moment for our nation,” Museo said on Thursday. “We are finally delivering on the constitutional promise to protect and empower persons with disabilities.”

The new law replaces the outdated 2003 Act, aligning more fully with Article 54 of the Constitution of Kenya 2010, which guarantees access to education, employment, public services, and political representation for persons with disabilities.

Museo, a longtime advocate for marginalized groups, praised the law’s potential to dismantle systemic barriers and enable full participation of people with disabilities in public life. “This is not just about policy—it’s about dignity and justice,” she said.

She also pledged to work closely with lawmakers and civil society to ensure the law’s full and effective implementation, turning legislative victory into real change for millions of Kenyans.
